The Declaration is rooted in rights enshrined in the Universal Declaration of Human Rights and guaranteed in the international human rights treaties that Cambodia has accepted. These treaties are incorporated into the 1993 Cambodian Constitution and are part of national law.
On 13 September 2007, the General Assembly of the United Nations adopted the Declaration on the Rights of Indigenous Peoples. The Declaration does not create new rights, but rather aims to address the particular difficulties that indigenous populations face in claiming their existing rights as human beings.
