1.Background
Cambodia Indigenous Peoples Organization (CIPO) is an IP-led organization that combines the best knowledge of IPs and Cambodian society context with the ability to creatively respond to the needs, for supports, of the IPs in Cambodia. CIPO registered with Ministry of Interior since 30 June 2014 (SOR CHOR NOR No. 1352) with the clear vision for Indigenous Peoples (IP) to have the capacity to proactively and responsively promote Indigenous Peoples Community (IPC) to be a permanent entity living with dignity within the multicultural society of Cambodia. CIPO works to improve well-being, rights and sustainable development of the IPs communities, through strengthening the IPs’ sense of ownership on land and natural resources management, economic development and culture/tradition conservation.
- Objective of position as:
The recruitment of the Project Officer in the objectives of the responsible on two main tasks as the following:
- Project officer-based office in Phnom Penh and play the coordinator role with the relevant existing target communities and partners.
- Focal project staff to lead and implement on the project leadership and implementations in relation to; build Organizational Resilience funded by Ingenious Navagator organization which aiming to ensure the National Survey and Community Survey and Small Grant to support the natural resource management of the indigenous peoples recognized through the indigenous community and national survey to upload in to the web portal.
Below are the key specific objectives while the outputs and the activities will be detail in Part III.
- Specific Objective 1: To facilitate and coordinate with relevant ministries for the conducting the national survey.
- Specific objective 2: To facilitate and coordinate with indigenous community to conducting the community survey.
- Specific Objective 3: To facilitate and coordinate with indigenous community group to support small grant to run spiritual knowledge, livelihood, and natural recommencement and protection.
- Specific Objective 4: To Strengthening the credibility of CIPO organization to be able to deliver services to indigenous community.
3.Role and Responsibility:
PO will be responsible the projects implementation based on the described project objective output and activity as below:
Output1: High-quality, reliable and reviewed data on the situation of IP rights in 25 UN member states from country-level experts (national indigenous organizations, NHRIs, research institutions etc.) is uploaded.
- Activity1.1: Training and development of capacity to conduct the national surveys with relevant expertise. New users of the national survey tools will be offered the training on the use of the IN tools, as well as relevant material to conduct the national survey.
- Activity 1.2: Production and publication of country reports based on data from national surveys.
Output 2: Community experts (national and local Indigenous organizations and networks, community-based organizations) have uploaded high-quality reliable data on the situation in 80 indigenous communities across the globe.
- Activity 2.1: Conduct the community surveys (select the community and data collector, translate the questionnaire if needed)
- Activity 2.2: Organize a meeting/workshop for data collectors and FGD for target community.
- Activity 2.3: Community workshops to review the results and analysis of the community survey.
- Activity 2.4: Data review and publishing.
Output 3: Evidence-based knowledge products and documentation are produced/generated.
- Activity 3.1: Development of data-based documentation for national, regional and international advocacy.
Output 4: Organization of national advocacy events.

Output 5: Targeted Indigenous communities – women, men, leaders – have the capacity to identity their rights and formulate plans and proposals to support them in realization.
- Activity 5.1: Workshops based on the Indigenous Navigator Data (IN).
- Activity 5.2: Organize 1st workshop based on the indigenous navigator Data (IN)
- Activity 5.3: Organize 2nd workshop based on the indigenous navigator Data (IN)
Output 6: Targeted Indigenous communities receiving resources in terms of small grants have implemented projects assisting them in realization of their rights.
- Activity 6.1: Implementing small grant through the call and selection process.
- Activity 6.2: Coordination for small grant activity
Output 7: The capacity of CIPO is equipped to be able to deliver services to communities effectively and efficiently.
- Refresh training about CIPO’s policies, including financial policies to staffs
- CIPO’s staff actively participate in IN_AIPP’s program and/or workshop related to conservation and other related subjects for capacity development.
- Conduct annual project/organization reflection meeting.
- Work on the activity and financial report through the verbal and writing to the project manager as the following
- Monthly report
- Quarterly report
- Final report
- Financial report
- Conduct the mission to the community target and stay with them for the project implementation.
- Participate with the organization in capacity building to strengthen the skill and knowledge.
- Participate in the project design and plan with the MC of the organization for the project fund mobilization.
- Participate with the MC to mobilize the financial, material and technical resources to support the project plans.
- Play the presentative role of the organization to connect and coordinate with external cooperate at the community, provincial and national based on the assigned of the CIPO MC.
- Notification to PM or MC of CIPO on any absent and busy of works.
- Participate with CIPO-MC to monitored the project and community organization plan in order to improve the implementation tools or methodology for effective project implementation.
- Translate the project document into Khmer or English as needed.
- Responsible the respect and the implementation of the organization policies.
- M & E on the progress of the project implementation for improvement the intervention.
- Participate and provide technical facilitate to support the process of CIPO audit.
- Participate and facilitate in CIPO annual reflection.
- Work on other task based on suggested by Management Committee of CIPO.
4.Expect Outputs delivery:
Under the projects, PO are expected to deliver the key tasks as the following:
- Lead and facilitate the project implementation as planned in the target communities within the community’s member and relevant actors.
- Listed target communities profile includes list of target beneficiary and target data of population.
- Well documented on project implementation.
- Develop a clear plan and well implemented as planned.
- Better time management and active communication with the MC and other key relevant partners.
- Fulfill the obligation and respect to the implementation of the CIPO’s policies includes timesheet/working hours/reporting and others as stated in the polices.
5.Target Focus:
- Project Target: Preah Vihear, Pursat, Preah Sihanuk, and Mondulkiri and can be suggested alternative target (detail as in the project documents and agreed among the MC and IN-AIPP).
- Timeframe: (1year)
- Project Start Date: 01st February 2024
- Project End Date: 31 Marh 2025
PO will start from 1st February to 31st March 2025 and can be extended based on the result of appraisal and project continuous.
7.Salary and Benefit:
Based on the budget available and agreement, CIPO will provide the total Monthly Salary and benefit includes Health Insurance and NSFF is USD600.00 as listed
- Monthly salary (level4, grade1 in 2024) is 600.00 USD
- Health allowance USD15
- NSSF USD12
- Phone Card USD15
However, CIPO is commits to mobilize the resources to provide the additional basic monthly salary based on the scale of salary and the basic monthly of NPO will be increase once the budget is available. For the basic monthly benefit
8.Qualifications
- Have good background, knowledge and experience on indigenous people’s rights especially on the collective land registration for indigenous peoples which at least 1 year.
- Willing and commitment to support the indigenous people’s community and partners at all level.
- Knowledge of participatory engagement and alternative learning approaches.
- Be able to work under pressure and based on good time management practices.
- Have good relationships and good interpersonal communication skills with IPs, also with all kinds of government authorities and civil society.
- Ability to facilitate groups and willingness to work as part of a dynamic team
- Be fluent in Khmer.
- It is good if have good command of English.
- Be fast and clear in report writing and communication.
- Honestly and dedicate person.
- At least Bachelor Degree related fields.
