  1. Organization Background

The Cambodia Indigenous Peoples Organization (CIPO) was established on June 30, 2014, and registered with the Ministry of Interior (SOR CHOR NOR No. 1352). It was initially known as the Indigenous Peoples (IP)-led and managed organization that combines the most advanced knowledge regarding IPs (both locally and globally) and Cambodian society with the ability to respond and creatively address the needs of the IPs in Cambodia.

 

CIPO’s vision aims for IPs to have self-determination on development and conservation within the multi-cultural society of Cambodia. It promotes Indigenous Rights and sustainability in the development of Indigenous communities through the strengthening of the Indigenous spirit of land ownership, natural resource management, economic development, and the preservation of culture and traditions. It also has a clear goal of building the capacity and empowerment of Indigenous peoples to lead IPs to have solidarity and participate in land and natural resources management, conservation of identity and culture, and socio/economic development. CIPO’s mission is to strengthen the capacity and support the strategic initiative of the IPs in land and natural resources management, conservation of identity and culture, and socio/economic development.

 

  1. Overall Objective of position as Project Assistant:

The key objectives of Project Assistant are responsible in coordinating with partners and Ministries, Indigenous Community Committee members in CLTs on the implementation of the project on promote the Indigenous Knowledge, customary resources management and the protection of the spiritual forest and burial ground land of Indigenous Peoples in CLTs and Protected Areas.

  1. Key Role and Responsibility:
  • Lead Friday Learning Session
    • Working with admin and finance department, PD and ED to organize Friday learning through orientation all 14 CIPO’s policies to all staff
    • Organize the in-house training through Friday learning sessions, policies, strategic plan, SPIN program, project’s ideas
    • Work with Program Director and Project Coordinator for orientation project to project team on the project concept ideas and strategy

      • Project Idea and approaches of NPA
      • Project Idea and approaches of Architecture Design (Kos Kromom and Yeak Loam)

    • Project implementation and management
      • Work with PTA to prepare the concept note, identify the key participants for the dialogue and consultation workshop at the national and provincial level
      • Work with PTA to lead and coordinate with partners in conducting the dialogue and consultation workshop at the national and provincial level
      • Work with admin and finance department to arrange the logistic for the meetings and workshop including venue, participants, invitation letter and minutes taking
      • Prepared the cash advance and cash clearance according CIPO’s policy compliance
      • Work with PD, PTA and partners to produce the Semester and Annual narrative report of project implementation
    • Project Budget Development and Management
      • Ensure that project budget is effectively, efficiently and transparently spent with regular monitor and evaluation tool provided by finance and operation team in order to ensure the compliance with the policies and donors agreements;
      • Responsively for addressing the project issues (In case if there any);
      • Ensure the project budget plan development and expenditure maintain the internal control includes expenditure report, budget forecast with internal consultation for endorsement with the finance and operation director, ED, PM and MT for ensuring timely and submission to funders/partners;
      • Ensure working with finance and operation team on the project reports about CIPO’s financial and project functioning required by the Royal Government of Cambodia, donors, the Board and other stakeholders are prepared and submitted on time.
    • Policy
      • Ensure the fulfillment of the respect in implementation of CIPO by law, all policies and other decision making made by the Executive Director and management team as well as the donors’ agreements;
      • Jointly with CIPO organizational leadership in provide the guidance for promote and improve the policies and others internal development.
    • External Relations and Development
      • Represent the organization within the different partners includes working to create strategic connections for potential donors/partners/communities and project development
      • Where appropriate work with program director and project team to develop regional and international links that have the potential to benefit CIPO.
      • Work with managements team and consultants/advisor as appropriate to develop CIPO’s marketing and publicity strategies.
      • Ensure that all necessary management information systems needed to support the development of organization strategies are in place.
    • Generally
      • Appointing as the acting- PD once PD absence and requested;
      • Will supports the PD and management team on any others assigned reasonable tasks requested by the PD and Management team, or as required by donors, government, target communities or other entities, which contributes to the work and objectives of the project and organization.
  1. 4. Expect Results delivery:

Under the projects, PA are expected to deliver the key tasks as the following:

  • Assist PC in leading and facilitate with the ICFs in project implementation as planned in the target communities within the community’s members and relevant others.
  • Ensure target communities profiles include a list of target beneficiary and target data of population.
  • Keep clear documentation on project implementation.
  • Maintain good time management and active communication with the MC and other key relevant partners.
  • Fulfill the obligation and respect to the implementation of the CIPO’s policies includes timesheet/working hours/reporting and others as stated in the policies.
  • Ensure timely reports are sent to donors as planned.
  • Produce quarterly and annual narrative report of project progress
  • Responsible following result of staff appraisal 2025
N.o My main goals for the new year What are the measures of my success?
1 Organize two provincial-level consultation workshops to discuss the issues and needs of the communities in Pou Kong, Orna, and Ochra villages Community members have raised their issues and needs to relevant stakeholders, and the community’s issues have been addressed through interventions, recommendations, and solution procedures provided by those stakeholders
2 Organize two national-level consultation workshops to discuss the issues and needs of the communities in Pou Kong, Orna, and Ochra village Community members have voiced their issues and needs to relevant stakeholders, and those issues have been addressed through interventions, recommendations, and solution procedures provided by the stakeholders.
3 Assist in collecting key information on issues and clearly identified needs in order for relevant ministries to facilitate support to the target communities (village profile documentation). Produce reports or compile documentation to be submitted for resolving community issues (village profile documentation).

 

  1. Target Focus:

With this proposed project, CIPO will work specifically in Mondulkiri province with the focus on dialogue and consultation workshop on CLTs and CPAs

  1. Timeframe: (1year)

The working timeframe of PA is Annual Contract will work as full time from 8.00-12.00 am (morning) and 2.00pm-5.00pm.  The date of working is from 1st May 2026 to 30th April 2027 and can be extended based on the result of mid-term and annual appraisal and budget available.

  5. Qualifications
  • Be an indigenous person.
  • Have good background, knowledge, and experience on indigenous people’s rights especially on the traditional knowledge.
  • Be willing and committed to supporting the indigenous people’s community and partners at all levels.
  • Knowledge of participatory engagement and alternative learning approaches.
  • Be able to work under pressure and based on good time management practices.
  • Have good relationships and good interpersonal communication skills with IPs, also with all kinds of government authorities and civil society.
  • Ability to facilitate groups and be willing to work as part of a dynamic team.
  • Be fluent in Khmer.
  • Preferably have a good command of English.
  • Be fast and clear in report writing and communication.
  • Be an honest and dedicated person.
  • Have at least bachelor’s degree related fields.
