  • Background

Cambodia Indigenous Peoples Organization (CIPO) is an IP-led organization that combines the best knowledge of IPs and Cambodian society context with the ability to creatively respond to the needs, for support, of the IPs in Cambodia. CIPO registered with the Ministry of Interior on 30 June 2014 (SOR CHOR NOR No. 1352). 

 

The vision for Indigenous Peoples (IP) to have the capacity to proactively and responsively promote Indigenous Peoples Community (IPC) to be a permanent entity living with dignity within the multicultural society of Cambodia. CIPO works to improve well-being, rights and sustainable development of the IPs communities, through strengthening the IPs’ sense of ownership on land and natural resources management, economic development and culture/tradition conservation.

  • Position Summary and Objective of this position as: 

 

The Monitoring and Evaluation Officer is responsible for leading and coordination and process tracking of CIPO’s 5-year and annual action plan, using and improving M&E systems for tracking technical progress of CIPO’s programme and projects. The officer ensures the timely, coordinated and consolidated collection of data through the organization and the communication to the Project Manager of LAPNIR and directed to CIPO’s Management team. 

 

The role of the oversight and Evaluation Coordinator is to lead and coordinate the processes and activities of CIPO on both program and organizational development to assess the results, progress and impacts to ensure the effectiveness of the program implementation. Achieve the goals and mission of the organization​ with all projects in CIPO. The M&E Officer to ensure  with the Land Access and Protection of Natural and Indigenous Resources (LAPNIR) project’s implementation and especially support organization’s goals and vision:

  • Role and Responsibility:

The M&E Officer will be responsible and assist the project’s implementation based on the described by the line manager.

  • Main responsibilities and tasks of Monitoring and Evaluation :
  • Manage and develop the overall framework for project M&E systems in collaboration with project staff, including requirements, reporting, develop and monitor project implementation plans to systematically document performance.
  • Initiate the establishment of a monitoring and evaluation framework, including tools for the organization.
  • Facilitate the implementation of the framework to collect the relevant data required and improve and update the monitoring and evaluation framework as needed.
  • Provide guidance and information/data to support the preparation and submission of donor reports, and Annual Reports.
  • Initiate and coordinate studies and evaluations by external consultants related to project baseline/end line and evaluations by supporting the hiring process, overseeing quality and disseminating/sharing results.
  • Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data. 
  • After monitoring visit, compile monitoring findings and prepare reports to share with respective project/programme focal and line Manager.
  • Capacity development for organization and stakeholders.
  • Train staff on basics, tools and monitoring / evaluation activities. 
  • Support staff and partners in the field for any capacity development on using online platforms and using M&E tools and templates for data collection.
  • Support capacity building of partner NGOs across all monitoring and reporting functions including data input, validation and reporting as organization/or donor requirements.
  • Train and orient all project staff on the proper use of monitoring equipment and train community facilitators to monitor and learn from activity.
  • Coordinate internal management activities.
  • Understand organizational development action plans and indicators.
  • Develop an internal control plan for organizational development programs and activities.
  • Collaborate with project managers / divisions to incorporate monitoring activities into their plans.
  • Support staff monitoring activities (write stories, change information …).
  • Monitor the implementation of monitoring activities (meetings, project reflections / sections …).
  • Facilitate the inclusion of lessons learned into plans for improvement.
  • Create a culture of learning from experience and continuous improvement.
  • Conduct Annual Field Monitoring.
  • Develop a sample questionnaire and team.
  • Conduct interviews to collect data from target groups and local stakeholders.
  • Monitor the implementation of recommendations from the annual local inspection.
  • Analyze data and produce high-quality reports that highlight key findings, trends, and recommendations for program improvement. 
  • Manage data and reports
  • Collect original data in every possible way
  • Collect, record and store all kinds of data (both quantity and quality)
  •  Summarize and analyze data provided to administrators when needed
  • Write regular progress reports, including monitoring results
  • Facilitate evaluation
  • Establish referral conditions ( TOR ) and facilitate the search for external evaluation consultants.
  • Facilitate external consultant evaluation activities.
  • Review the draft report, evaluate and make suggestions for correction.

  • Overall tasks to be compliance with CIPO policies
  1. Work on the activity and financial report through the verbal and writing to the project manager/or programme manager as the following 
  • Monthly report
  • Quarterly report

  1. Participate with the organization in capacity building to strengthen the skill and knowledge. 
  2. Participate in the project design and plan with the MC of the organization for the project fund mobilization.  
  3. Participate with the MC to mobilize the financial, material and technical resources to support the project plans. 
  4. Notification to PM or MC of CIPO on any absent and busy work. 
  5. Participate with CIPO-MC to monitor the project and community organization plan in order to improve the implementation tools or methodology for effective project implementation. 
  6. Translate the project document into Khmer or English as needed. 
  7. Responsible for the respect and the implementation of the organization policies. 
  8. M & E on the progress of the project implementation for improvement of the intervention.  
  9. Participate and provide technical facilitation to support the process of CIPO audit. 
  10. Participate and facilitate in CIPO annual reflection. 
  11. Work on other tasks based on suggestions by the Management Committee of CIPO. 

  • Expect Outputs delivery:

 

Under the projects, M&E Officer are expected to deliver the key tasks as the following: 

  • Qualifications 
  1. Bachelor degree or above preferably in Anthropology/ Statistics / Development Studies / Economics / Public Health / Any other relevant social science discipline. Possession of a Post graduate qualification in Monitoring and Evaluation is a MUST. Additional Master’s Degree in any development field is an added advantage.
  2.  Minimum of 3 (Five) years demonstrated experience in planning, monitoring and evaluation with reputed organizations, preferably with INGOs, donor agencies or international organizations, is required.
  3. Knowledge on both qualitative and quantitative research methods; study methodology, Tools for capturing knowledge and learnings, MEL tools and techniques, and application of computer software (MS Excel, SPSS, GIS, data visualization software) and monitoring devices is essential.
  4. Excellent analysis and writing analytical quality report skill is crucial; Knowledge and use of Mobile data collection and visualization tools especially mWater, ODK, Kobo, SurveyCTO and PowerBi is required.
  5. Good communication skills and experience to work with partners and donors; proactiveness, positive attitude and professional integrity is required as well.
  6. Prioritize for indigenous peoples and women. 
  7. Prefer to travel to local areas and provinces, and meet with new people and stay in the rural community. 
  8. Good in writing and speaking both in Khmer and English languages. If I can speak IPs, it is much better.

With this proposed project, CIPO will work specifically in Ratanakiri, Mondulkiri, Stung Treng, Kratie, Kg.Thom, Preah Vihear, Kg.Speu, Pursat, Preah Sihanuk, Koh Kong, and Battambong province with the focus on women and youth.

  • Timeframe: (5year)

The M&E will start from 1st March 2024 to 31st December 2024 and can be extended based on the result of appraisal and project continuation.

  • Salary and Benefit: 

Based on the budget available and agreement, CIPO will provide the total Monthly Salary 729.00 level4, grade5 with and includes Health Insurance and NSFF benefit as listed
