1.Background
Cambodia Indigenous Peoples Organization (CIPO) is an IP-led organization that combines the best knowledge of IPs and Cambodian society context with the ability to creatively respond to the needs, for support, of the IPs in Cambodia. CIPO registered with Ministry of Interior since 30 June 2014 (SOR CHOR NOR No. 1352) with the clear vision for Indigenous Peoples (IP) to have the capacity to proactively and responsively promote Indigenous Peoples Community (IPC) to be a permanent entity living with dignity within the multicultural society of Cambodia. CIPO works to improve well-being, rights and sustainable development of the IPs communities, through strengthening the IPs’ sense of ownership on land and natural resources management, economic development and culture/tradition conservation.
- Objective of position as:
The recruitment of the National Project Officer in the objectives of the responsible on the project leadership and implementations in relation to;
- The National Reports on Demographic and Socio-Economic Status of Indigenous Peoples in Cambodia generate from census 2019 is published online and printed version containing the disaggregated database system, categorization and visualization data in a friendly-user manner, which can be accessible by local communities, male and female students and researchers, government officials, and development partners, and;
- Facilitate Indigenous Community Data Collection and Report in the inter-institutional working that is led by the Ministry of Planning.
- National Policy Engagement on IPs.
3.Role and Responsibility:
NPO will be responsible the projects implementation based on the described below:
3.1. Under the objective of the National Reports on Demographic and Socio-Economic Status of Indigenous Peoples in Cambodia is published online and printed version containing the disaggregated database system, categorization and visualization data in a friendly-user manner, which can be accessible by local communities, male and female students and researchers, government officials, and development partners includes the outputs and activities as below:
Output 1: The awareness raising on disaggregated data of indigenous peoples from a series of national reports on demographic and socio-economic status of indigenous peoples in Cambodia from 2021 conducted and data publicly accessed in a friendly-user manner for general benefit to indigenous peoples throughout Cambodia.
- Work closely with the Ministry of Planning as well as the former project staff to organize the Official National Report on demographic and socio-economic status Launching 2nd report as the public.
- Work with the former staff to finalize the official publication of the national report on Indigenous Community Data for distribution to MRD/MOP/MAFF/MOI/MoE/MoH/MLMUPC/MoEY and other key relevant actors.
- Organize regular meetings among the working group of CIPA members and MoP to update the progress and discuss work related to dissemination of the indigenous disaggregated data of indigenous peoples.
- Dissemination of the first national report on demographic and socio-economic status of indigenous peoples in Cambodia to community and sub-national authority.
- Develop the specific proposal for update on the series of national reports on demographic and socio-economic status of indigenous peoples for inclusiveness in annual and/or strategic planning of MoP and MRD for national budget allocation to support the update work.
- cooperation with MoP to generate data from census 2019 related to demographic and socio-economic status of indigenous peoples to update of the report of the national report on demographic and socio-economic status of indigenous peoples in Cambodia 2019 in the 1st quarter of 2024
- Organize on-going influence, lobby and advocacy process with the Ministry of Planning to update a series of national reports (generate, analyze, produce and publish) for inclusion in their annual and/or strategic plan for their national budget allocation.
- Initiate dialogue and influence the Ministry of Interior to conduct the rapid data collection on the indigenous peoples at the village and commune level to get the accurate IPs data on different name of ethnicity, name of the village, commune/district and province and the number of population and family. This report will contribute to influencing the census report in the next further to make reference for justification of improvement of accuracy.
Output 2: Database system of indigenous disaggregated data set up and available data from national reports on demographic and socio-economic status of indigenous peoples in Cambodia 2024 integrated into the database system and to CIPO’s and ODC’s websites in friendly-user and easy to access manners.
- Conduct regular formal and informal meetings with MoP and ODC on existing disaggregated data of indigenous peoples and setting up the database system.
- Work in collaboration with MoP for generation of data of indigenous peoples in the country including data of the communities using existing data in the fields of land, poverty, agriculture, etc.
- Work in collaboration with ODC and MoP for establishment of indigenous database system that can access by public and policy makers to monitoring the development work for indigenous community in the country.
- Conduct rapid survey or assessment related to indigenous disaggregated data when needed related to indigenous issues or needs. (Seeking more fund from other donors).
Indicators:
- A working group composed of relevant Ministries, UN agency, CIPA member and IPs will be revised.
- At least a joint work plan of the technical working group lead by Ministry of Planning to produce an update of series national disaggregated data report on demographic, socio-economic status of indigenous peoples in Cambodia from national population census 2019 data will be produced.
- An update of series national disaggregated data report on demographic, socio-economic status of indigenous peoples in Cambodia from national population census 2019 data produced and published at first quarter of 2024 was launched.
3.2. Under the objective of National Policy Engagement on IPs
- Work closely with the relevant inter-ministries to follow up on the implementation on the national policy development on IPs and other IPs national legal frameworks in relation to the conservation and development of IPs and the alignment of international standard.
- Work closely with the CIPA secretariate and CIPA member and other to collective the existing documentation or data of the need of IPs to integrate into the national strategy or framework for the inclusion IPs.
- Mobilize and built good relationship with the CIPA member, IPOs, NGOs, UN agency, Embassies and government at all level for their attention of inclusiveness, supports and responded for the benefit of IPs in Cambodia
- Working closely with the government, NGOs and others especially the Ministry of Culture to documentation the IPs culture and building the IPs National Museum.
Indicator 3.2.
- Listed update of all networks from CIPA member/NGOS/Governments/UN agency /Embassy/target communities from all projects staff.
- Strategy working paper with CIPA secretariate/ CIPA Member /NGOS/Governments/UN/Embassy/target communities from all projects staff.
- Participated and Reported all networks with CIPA Member/NGOS/Governments/UN/Embassy/ target communities from all projects staff.
- Others tasks in relation to self-organization fulfillments policies and framework:
- Conduct the mission to the community target and stay with them for the project implementation.
- Participate with the organization in capacity building to strengthen the skill and knowledge.
- Project design and plan and report to the MC and donors of the organization.
- Participate with the MC to mobilize the financial, material and technical resources to support the project plans and for the project fund mobilization.
- Play the presentative role of the organization to connect and coordinate with external cooperate at the community, provincial and national based on the assigned of the CIPO MC.
- Notification to PM or MC of CIPO on any absent and busy of works.
- Participate with CIPO-MC to monitored the project and community organization plan in order to improve the implementation tools or methodology for effective project implementation.
- Translate the project document into Khmer or English as needed.
- Responsible the respect and the implementation of the organization policies.
- M & E on the progress of the project implementation for improvement the intervention.
- Verbal and writing reporting the projects activity (Monthly/Quarterly/Annual) to Programmed Manager, ED and donors.
- Participate and provide technical facilitate to support the process of CIPO audit.
- Participate and facilitate in CIPO annual reflection.
- Work on other task based on suggested by Management Committee of CIPO.
- Expected Results Delivery:
NPO is expected to provide the results of delivery works as the following:
- Strong and fast communication through verbal, chat and email (as official communication of the organization) to CIPO management team, targets communities, provincial authority, NGOs partners and Provincial authority.
- Provide the target community profile or back ground
- Provide the detail contact list of local authority and NGOs who working under the same location.
- Summary of target beneficiary contact detail (based on format provided)
- Summary of target Data list (based on format provided)
- Provide the monthly, quarterly and annual project planned and report (based on format provided) as scheduled through by writing to the programme manager and ED as schedule as the following
- Monthly plan and report
- Quarterly plan and report
- Annual work plan
- Annual report
- Activity report and financial report with sufficient requirements documents
- Fulfillment of monthly submission the timesheet on time (Provide the timesheet every 1st week of the month)
- Fulfillments of annual staff appraisal and staff leave application form and follow by the procedure before leave or mission.
- Be on time and shall not being late to the office and focused on the result based.
- Created and improved the networking and engagement with all the stakeholder at the targets NGOs/Ministries, UN and others.
- Any decision making related to the organization matters shall be consulted and informed with consent to MC of CIPO.
- Created the initiative for the project planned and implementation.
- Improved an understanding on CIPO policies and by law.
- Responsible for advance and clearance process and documentation.
- Participate with the organization in capacity building to strengthen the skill and knowledge.
- Play the presentative role of the organization to connect and coordinate with external cooperate at the community, provincial and national
- Prior notification to MC and CIPO staff on any meeting insider or outside to be a ward during the working hours.
- Participates in CIPO learning session on every Friday
- Work on other task based on suggested by CIPA-SC and Management Committee of CIPO.
5.Target Focus:
NPO focus target working at the national level (Phnom Penh) and in 15 Provinces includes Mondulkiri, Ratanakiri, Kratie, Kompong Thom, Preah Vihear, Stung Treng, Odor Meanchey, Kompong Cham, Pursat, Kompong Speu, Koh Kong, Battambang, Preah Sihanouk, Banteay Meanchey, and Siem Reap.
- Timeframe:
NPO will start from 2nd January to 31st December 2023. Working from Monday to Friday and from 8:00 to 12:00 and from 2pm to 5pm.
7.Salary and Benefit:
The salary based on the scale under level 7 grade 1 and benefit as the following
- Monthly salary (Level 7, Grade 1) is 630.00 USD include Tax.
- Health allowance 15 USD
- NSSF 12 USD
- Phone card 20 USD
- Pension fund supported
However, can provide only based on actual among provided by donors and CIPO is commits to mobilize the resources to provide the additional basic monthly salary based on the scale of salary and the basic monthly of NPO will be increase once the budget is available.
8.Qualifications
- Be an Indigenous Person;
- Have good background, knowledge and experience on national engagement and communication on IPs.
- Willing and commitment to support the indigenous people’s community and organizations at all level.
- Knowledge of participatory engagement and alternative learning approaches.
- Be able to work under pressure and based on good time management practices.
- Have good relationships and good interpersonal communication skills with IPs, also with all kinds of government authorities and civil society organizations and Donors at local, national, regional and international.
- Ability to facilitate groups and willingness to work as part of a dynamic team
- Be fluent in Khmer and have good command of English.
- Be fast and clear in report writing and communication.
- Honestly and dedicate person.
- At least Bachelor Degree related fields.
