I. Background
Cambodia Indigenous Peoples Organization (CIPO) is an IP-led organization that combines the best knowledge of IPs and Cambodian society context with the ability to creatively respond to the needs, for support, of the IPs in Cambodia. CIPO registered with Ministry of Interior since 30 June 2014 (SOR CHOR NOR No. 1352) with the clear vision for Indigenous Peoples (IP) to have the capacity to proactively and responsively promote Indigenous Peoples Community (IPC) to be a permanent entity living with dignity within the multicultural society of Cambodia. CIPO works to improve well-being, rights and sustainable development of the IPs communities, through strengthening the IPs’ sense of ownership on land and natural resources management, economic development and culture/tradition conservation.
II. Objective of position as:
The recruitment of the Project Officer in the objectives of the responsible on the project to strengthen the coordination of the IPs of the fifteen provinces through the key representatives to advocate and response to the new Forestry law and Protected Area law with the specific objectives as described below:
- Reviewing the draft versions of the laws and having a common position for advocacy
- Gathering evidence-based documentation to support the advocacy
- Develop and implement advocacy strategies to gain political supports that are in favor to protect IPs rights in the revised draft laws.
- Getting the indigenous solidarity organized and coordinated to be able to raise voices more effectively.
- Creating a platform between IPs, the government, and important actors, enable IPs to influence relevant stakeholders and advocate for the benefit of IPs.
III. Role and Responsibility:
PO will be responsible the projects implementation based on the described combined two project objective output and activity as the following
- Coordinate with IPOs to establish an indigenous legal team capable of addressing policy gaps in the draft laws, composed of community experts on the expected impact, technical legal specialists (indigenous and non-indigenous), and Indigenous Law students. This group will offer legal analysis and assistance to affected communities, and provide legal mentoring to the indigenous paralegal youth group.
- Coordinate with Legal Team to produce an in-depth analysis of the legal gaps that are present in the revised draft laws (Protected Area Law, Forestry Law, and Land Law), and produce a common statement as evidence-based documentation that can be used for advocacy based on guided advocacy strategies.
- Assist secretariat coordinator to coordinate with IPOs to organize formal and informal advocacy dialogues/campaigns to have its recommendations and inputs incorporated into the amended or new policies/laws (i.e. workshops or meetings with legislators of the national assembly, senate, political actors, ministries, the King, etc).
- Assist secretariat coordinator to mobilize indigenous communities on the ground to provide testimonies about existing laws’ effects and provide context, evidence, and information for advocacy with legislative bodies.
- Assist secretariat coordinator to coordinate with community network and CIPA’s members to support advocacy campaigns/initiatives organized by affected communities for awareness-raising (for instance, through the media) and for addressing the issues.
- Assist secretariat coordinator to coordinate seek valuable support from important international and regional actors (AIPP, ILC, UN agencies, etc.) to influence relevant stakeholders in the policy-making process.
Overall tasks to be compliance with CIPO policies
- Work on the activity and financial report through the verbal and writing to the programme manager as the following
- Monthly report
- Quarterly report
- Final report
- Financial report
- Conduct the mission to the community target and stay with them for the project implementation.
- Participate with the organization in capacity building to strengthen the skill and knowledge.
- Participate in the project design and plan with the SC-CIPA/MC of the organization for the project fund mobilization.
- Participate with the SC-CIPA to mobilize the financial, material and technical resources to support the project plans.
- Play the presentative role of the organization to connect and coordinate with external cooperate at the community, provincial and national based on the assigned of the SC-CIPA.
- Notification to SC-CIPA and PM or MC of CIPO on any absent and busy of works.
- Participate with SC-CIPA and CIPO-MC to monitored the project and community organization plan in order to improve the implementation tools or methodology for effective project implementation.
- Translate the project document into Khmer or English as needed.
- Responsible the respect and the implementation of the organization policies.
- M & E on the progress of the project implementation for improvement the intervention.
- Participate and provide technical facilitate to support the process of CIPO audit.
- Participate and facilitate in CIPA and CIPO annual reflection.
- Work on other task based on suggested by SC-CIPA.
V. Expect Outputs delivery:
Under the projects, PO are expected to deliver the key tasks as the following:

IV.Target Focus:
- Phnom Penh
- Mondulkiri, Ratanakiri, Kratie, Stung Treng, Phreah Vihear, Kompong Thom, Batdombang, Posat, Kompong Speu, Koh Kong and Kompong Som province.
VI. Time frame: (1year)
- Project Start Date: 01 April 2023
- Project End Date: 31 January 2024
PO will start from 1st April 2023 to 31st January 2024 and can be extended based on the result of appraisal and project continuous and budget available.
VII. Salary and Benefit:
Based on the budget available and agreement, CIPO will provide the total Monthly Salary and benefit includes Health Insurance and NSFF is N/A USD
VII. Qualifications
- Be an indigenous person
- Have good background, knowledge and experience on indigenous people’s rights especially on the traditional knowledge
- Willing and commitment to support the indigenous people’s community and partners at all level.
- Knowledge of participatory engagement and alternative learning approaches.
- Be able to work under pressure and based on good time management practices.
- Have good relationships and good interpersonal communication skills with IPs, also with all kinds of government authorities and civil society.
- Ability to facilitate groups and willingness to work as part of a dynamic team
- Be fluent in Khmer.
- It is good if have good command of English.
- Be fast and clear in report writing and communication.
- Honestly and dedicate person.
- At least Bachelor Degree related fields.
